George W. Bush, the Republican President of the United States, who is fighting for a $1.6 tax cut.

Tom Daschle, leader of the Senate Democrats, who favors a smaller tax cut.

TOM DASCHLE: Mr. President, we can't vote your tax cut plan into law. It will save rich people enough money to buy a fancy new car, while working Americans will only save enough to buy a new muffler!

GEORGE W. BUSH: That's because the wealthy have been paying so much in taxes all along! It's only fair. And we're going to have all of this extra money…

DASCHLE: That's another thing. Experts think we'll have trillions of dollars, but no one can predict what our situation will be in 10 years.

BUSH: We've seen the trends going up and up. The experts know what they're talking about. The American people deserve a break, and I don't want to spend that money on wasteful programs. I'd rather give it back to our taxpayers.

DASCHLE: We agree that there should be a tax cut. But first, we want to set aside $400 billion for Medicare. That'll leave us will a $2.7 trillion surplus. We can split it three ways. One third will be for tax cuts. That's about $750 billion. That's plenty. We'd use the rest to bring down our national debt and spend on programs that aren't wasteful, like a program that will pay for prescriptions for our senior citizens.

BUSH: That's all fuzzy math! You want all these complicated programs, when the reality is that the surplus belongs to the American people. They've paid too much. I say, give them back their money.

DASCHLE: Even those who don't need the money? Your plan to get rid of the Estate Tax will cost the government billions of dollars. As things stand now, the wealthy can avoid the tax by giving their money to charity. Those charities are going to lose a lot of money.

BUSH: Not everyone who pays the Estate Tax is rich. Some farmers and small business owners have land or materials that are worth enough to be taxed. That doesn't mean they're wealthy.

DASCHLE: That's why we'd like to stop requiring farmers and small business owners to pay the Estate Tax. And we'll raise the Estate Tax minimum to two million dollars, instead of $675,000.

BUSH: The American people pay a lot in taxes and give a lot to charity during their lives. They shouldn't have to pay again after they die!

BUSH and DASCHLE: This is such a no-brainer!
